As our track record shows, we strive to achieve timely regulatory case closure, preferring to limit environmental liability rather than endure regulatory oversight over extended periods of time.
Phase I Environmental Site Assessments
The REI team has performed environmental assessments of almost all types of property including residential, commercial, and industrial uses ranging up to 100,000 acres. As a minimum scope of work, REI performs Phase I Environmental Site Assessments (Phase I ESAs) in accordance with the most recent ASTM Standard E1527-13, Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment Process, and the U.S. EPA’s All Appropriate Inquiries (AAI) rule. Our Phase I ESAs include extensive regulatory records review with in-person review of agency files. When necessary, we develop meaningful recommendations to address identified conditions in ways that are mindful of client needs and goals.
We also work with lenders to meet their preferred reporting protocols and additional scope requirements, including assessment of mold, asbestos and lead based paint for due diligence screening purposes. REI can assist with developing Operations and Maintenance Plans when asbestos and/or lead based paint materials are discovered.
Investigation
REI has extensive and varied experience performing soil, groundwater, surface water, sediment, soil vapor and indoor air investigations. These have ranged from transaction assessments for gas stations and dry cleaners to remedial design investigation for train derailments and Superfund sites. Prior to initiating an investigation and at every stage of the process, we work with a client to understand project objectives and determine the best strategy for resolution. At the work plan stage, this means accounting for past, present and planned property uses, as well as applicable regulatory requirements to assure that useful data is being obtained. Later in a release lifecycle, remedial investigations may evaluate more focused questions, respond to regulatory directives, or support remediation planning or a closure request.
Our subsurface investigations follow regulatory guidance, use state of the art techniques, and often involve specialized equipment such as membrane interface probes, cone penetrometers, and vapor probes, when these can move projects forward more efficiently.
REMEDIATION
If environmental conditions require active remediation, our professional staff is experienced in designing and implementing the full spectrum of cost effective remedial strategies. REI has specific expertise in remedial action planning, including remedial investigations and feasibility studies, conceptual and detailed project design, corrective action plans (CAPs), remedial action plans (RAPs) and Site Conceptual Models. We are agile in working with stakeholders to provide focused emergency response.
We have employed numerous cleanup and mitigation methods at diverse sites and understand the feasibility, practicality, and effectiveness of large-scale removal, vapor depressurization, groundwater extraction, encapsulation, groundwater treatment, vapor treatment, dual phase extraction, soil vapor extraction, air sparge systems, biodegradation, oxidation, chemical fixation, barrier systems, hydraulic control, and waste stabilization.
REI has the capacity and ability to direct and manage construction of remediation projects, including the preparation of construction drawings and bid specifications, budgeting, cost estimating, scheduling, contracting, and agency permitting.
SITE MANAGEMENT
With increasing frequency, many local regulatory agencies are requiring engineering and institutional controls that require preparation, submittal and approval of site management plans (SMPs) prior to ground disturbance activities. SMPs are prepared to identify potential health and environmental concerns and determine if mitigation measures are needed. These may include soil profiling for landfill disposal, construction dewatering of potentially impacted groundwater, dust control for airborne contaminants, or contingency plans for possible unknown subsurface features. When a SMP is required, REI’s experience and relationship with regulatory agencies allows for an expeditious process that limits project delays.
